Kirklees Council has published the details on charges to be introduced in the district’s 57 free car parks.
The council has launched a 21-day consultation and the public is being asked for its views.
The council will increase car park charges in Huddersfield, Holmfirth and Dewsbury town centres from Monday April 29 and now the district’s smaller towns and villages are set to see charges for the first time.
Under the proposals the charges will generally be 80p per hour in villages including Honley, Meltham, Lindley, Almondbury, Golcar, Kirkburton, Slaithwaite, Marsden, Shepley, Skelmanthorpe, Emley, Marsh, Milnsbridge, Denby Dale, Netherton, New Mill and Scissett.
Charges will also be introduced in Batley, Birstall, Cleckheaton, Heckmondwike, Mirfield and Ravensthorpe. All the details can be found below.
The consultation, which had been promised by the end of February, was finally published on Thursday (April 11).
The news was revealed in an email to councillors at 3pm on Wednesday. Just 24 hours earlier Holme Valley North Independent councillor Charles Greaves handed in a 5,784-signature petition against the charges from Honley and Meltham.
He asked Cabinet members, including council leader Cathy Scott, when the consultation would be launched and was told they didn’t know.
The Cabinet member responsible – Clr Aafaq Butt, Cabinet member for culture and greener Kirklees – was one of three of the nine Cabinet members who missed what was the last Cabinet meeting before June.
Clr Greaves said he was angry that the Cabinet couldn’t give him an answer, yet published the consultation details the following day.
Clr Greaves said people continued to sign the petition – pushing it towards 6,000 – and added: “People are really concerned that charges will discourage shoppers and visitors, that it will push people to park on-street which will block roads and footways, and that – as no financial information has been provided – it is likely that some of the charges will not generate any surplus revenue.
“The council hasn’t provided any financial details to support the proposal and some of these car parks will not generate much money and may even run at a loss.
“Details on exactly how the car parks will be set up and managed and the expected costs and revenues need to be provided now.
“How foolish will it be to bring in charges that damage our village centres if the council loses money in doing so?”
In its “statement of reasons” explaining why the charges were necessary, the council says: “The level of charges being proposed recognises the need to be consistent with the West Yorkshire Combined Authority policy by encouraging the use of alternative means of transport whilst also recognising the need to maintain the vitality and viability of town centres and local facilities.
“The proposal is to introduce appropriate levels of parking charges as well as the continuation or introduction of maximum stays.
“The level of proposed charges is consistent with other parking charges levied across the region.
“Car parks will, where appropriate, have provision for disabled parking spaces, taking into account best practice and guidance.
“It is intended that the income generated will enable car parks to be improved and maintained and regular enforcement will ensure that the car parks are used properly by drivers, with restrictions respected and adhered to.
“It is intended that regular reviews of parking provision including charges/tariffs will be undertaken to understand what future changes, if any, are required.
“It is intended that these proposals will ensure that the council’s parking assets are used appropriately and effectively to facilitate the vitality and viability of towns and villages across the district and will generate revenue to reinvest in relevant council services.”
David Shepherd, the council’s strategic director for growth and regeneration, said there was a statutory consultation in the form of a Traffic Regulatory Order (TRO) with a 21-day feedback period for each the 57 car parks across Kirklees.
“Legal notices will be placed in the local press and affected car parks, and local councillors will also be notified as part of the process,” he said.
“We will then listen to all feedback and make a decision that is right for each area at a local level before submitting a report to Cabinet Committee Local Issues before proceeding with any changes.
“Free, timed on-street spaces across the borough will not be affected by the proposals, so there will still be free parking available for those wishing to visit our towns and villages.”
